The answer is the Bureau of Land Management office in Arizona has jurisdiction over this rugged area where the Virgin River cuts through. The freeway is of course taken care of by Arizona Department of Transportation and everything else is BLM land.

For a hike in the canyon you do not need permission, however you should let someone know your plans should you get into trouble. Small groups can hike at their leisure, but if you leave a car at the campground overnight you will need to pay the fee.

Planning Your Visit: Campgrounds and Facilities

Some of the popular trails include the Virgin River trail and Canyon Overlook that are easy and fun. The Narrows hike is a popular hike that is more challenging and just 1.4 miles long.. You can see more of the hikes on the BLM site.

There are restrictions for large organized events or commercial ventures that do require permits. The tables and campsites are available to rent and there are nice bathroom facilities at Cedar Pocket.
