The Department of Wildlife Resources regulates the animals that can be hunted in Utah. They keep an eye on populations and habitat to keep it balanced and healthy. From the DWR site: 

The Utah Division of Wildlife Resources (DWR), part of the Utah Department of Natural Resources (DNR), serves the people of Utah by managing, sustaining and enhancing the state's wildlife populations and by conserving wildlife habitat. The Division also oversees hunting and fishing opportunities statewide. 

On the website there is information on what animals can be hunted and during what times of the year. There are four that you can hunt year-round without a license. Here is the list from the site. 

Muskrat

I have never heard of a muskrat hunt. I'm picturing waiting in hairy camo next to some small muskrat game trial. I’ll skip the striped skunk hunt. I don’t need that kind of risk.
