Automated carts are disappearing from Southern Utah stores, who is taking them?

I have been helping an old friend do some chores around the house. He had purchased a new dishwasher, and we were installing it together. We realized that he didn’t have all the pieces he needed so we went to Lowe’s together. My friend can walk, but not without assistance. He takes a good 5 minutes to get from one room to another.

I honestly was unsure how we would navigate the store at his normal pace. When we got there, he showed me how. He located an automated chair with a good battery, I helped him mount up and we were off shopping like two teens looking for a new outfit at the mall.

When I realized how important they are I asked to see how available these carts are to those in need. The answer came back with a resounding; Not available enough. I tried to find out why, who was taking them? My investigations uncovered two elements that keep these carts from being available.

The first one you can guess, some stores just don't have enough.

The second revelation surprised me, some people take the carts so handicapped shoppers can't use them.

Who are they? Kids going for a joy ride? Mean spirited employees who don't care? No, the answer came back in a very documented way. It's other handicap shoppers. There were a number of observations as to how long someone can take the cart, sometimes multiple hours.

I tried to uncover any rules or laws about how long you could keep an automatic cart and as you can imagine I couldn't find any. So I guess that leaves us to just ask, if you need an automated cart be mindful of the time you use it, because there might be someone behind you who needs it as much as you.
